The worst culprit of mediocre literature, yet is still puts out mediocre literature is Michael Crichton. I enjoyed Jurrassic Park moderately and really liked The Lost World, but every other book of his stinks.
After reading Congo and Sphere I decided he was a one hit wonder and vowed never to touch his books again.
For a bestseller you'd think that he could consistantly create decent character development and plot lines.

I have to say Danielle Steele. Mindless drivel if I've ever read it. If you like that genre, Nora Roberts is FAR more talented, and more diverse.

Tom Clancy. You read one of his boring, predictable thillers, you've read them all.
